SUMMARY:
Oversees day-to day operations of Engineering departments to support the growth of the company. Research, define and develop methodologies for testing various types of products utilizing ATE and bench top equipment. Directs and coordinates activities of test engineering division to design, manufacture, and develop test hardware and software to customer requirements. Creates SOWs for full test applications.
ESSENTIAL DUTIES and RESPONSIBILITIES(Other duties may be assigned:
Focus on strategic execution and goal setting of test engineering team.
Manages company test engineering and related technical activities, including managing outsourcing of projects with outside resources.
Responsible for design, development and implementation of new services; and for the improvement of existing services.
Write test application software for integrated circuit testing using programming languages on ATE test equipment for production and characterization.
Analyzes and interprets test data and prepares technical reports for use by electrical engineering and management personnel.
Provide technical support to customer engineers.
Monitor revenue margins for worker productivity, and develop guidelines for personnel evaluations, staff advancement, and recruitment.
Recommends measures to improve quality of services, equipment performance, and quality of test hardware products.
Works with company managers to coordinate activities across departments.
Confers with management, production, and marketing staff to determine engineering feasibility, cost effectiveness, and customer demand for new and existing products.
Forecasts operating costs of department and prepares and maintains department budget.
Interprets company policies to workers and enforces safety regulations.
Directs activities to ensure that operational testing conform to functional specifications, ISO standards and customer requirements.

SUPERVISORY RESPONSIBILITIES:
Directly supervises employees in the Test Development Engineering department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
EDUCATION AND/OR EXPERIENCE:
Bachelor's degree (B.S.) in Engineering, or related field. Master’s degree (M.S.) in engineering, or related field, preferred.
Minimum of 15 or more years related experience; or equivalent combination of education and experience.
KNOWLEDGE, ABILITIES AND SKILLS:
Demonstrates detailed knowledge of companys products and services.
Possesses knowledge of semiconductor ATE testing equipment, and software development on ATE platform(s).
Knowledgeable of existing ATE equipment and capabilities for RF, MX signal, and high-speed digital testing.
Must have working knowledge of how put together a complete test applications program.
Exhibits strong interpersonal and customer service skills.
Requires knowledge of: modern business English (read, analyze, and interpret general business and professional documents, technical procedures, and governmental regulations), spelling and arithmetic; the operations of common office machines and equipment.
Requires considerable ability to: use good judgment in making routine decisions in accordance with existing laws, ordinances, regulations and departmental policies and procedures; establish and maintain satisfactory working relationships with departmental personnel and customers.
Technical SKILLS:
Working knowledge of multiple ATE platforms, peripherals, and other equipment required for test applications.
Working knowledge of DIBs, PIBs, and other interfaces required for ATE test.
Knowledge of MS Office Suite.
Windows OS.
Detail knowledge - Digital (Basic and High Speed), Mixed-signal devices and electronics components.
General Knowledge: RF devices and Memory devices.
Device Knowledge: Wired Communication Devices, Computation, Graphics & Gaming, Consumer Electronics, Wireless Communication Devices.
Software skills - C/C++, JAVA, Visual Basic.
Operating Systems - MS-Windows, MS-Office, UNIX, Linux..
Advantest and/or Teradyne ATE software environment.
OTHER SKILLS AND ABILITIES:
Tools: DVM, Oscilloscope, Soldering and Spectrum analyzer.
Strong customer service and problem-solving skills.
Ability to handle multiple detailed oriented tasks.
Strong teamwork and interpersonal skills.
Ability to plan and organize a team.
Strong leadership and personnel management skills.
Ability to quote and budget consulting hours and HW for test applications.
